Mr. Weil is co-founder and Principal of Social Impact Solutions (SIS). SIS develops and implements new financial models to accelerate the growth of highly-effective social programs including the use of Social Impact Bonds and Pay for Success contracts. Additionally SIS is leading two nationally funded initiatives focused on increasing high school and college attainment through the use of a collective impact strategy. Previously he served as the regional Executive Director of College Summit, where he drove 250% growth over two years, thus increasing the number of students from low income communities going to college.

 Prior to joining College Summit, he assisted with the Michael Hancock’s successful mayoral election, and was the CEO of Denver Forward, Mayor Hancock’s transition organization which supported the hiring of the Mayor’s cabinet. 

 He served as Colorado Governor Bill Ritter’s Deputy Chief of Staff for Policy and Initiatives where he was responsible for developing and implementing the Governor’s Colorado Promise agenda. He was also the Chair of the Ritter for Governor Campaign.

 He was the founder and President of Rose Biomedical Research and Rose Biomedical Development Corporation. The companies created partnerships to develop, test, and commercialize early-stage medical technologies. Before his years at Rose, he was a policy advisor to former Governor Richard Lamm.

 Mr. Weil has served in leadership roles on several Boards of non-profit organizations. He currently serves on the State Board for Community Colleges and Occupational Education which governs 13 colleges. Mr. Weil received a B.Ph. from Miami University and a M.P.A from George Washington University.
